On October 23, 2017, under Proclamation No. 332, the Office of the President declared November 13 – 15, 2017 as Special (Non-Working) Days in NCR (Metro Manila), as well as in the provinces of Bulacan and Pampanga.
As stated in the proclamation:
PROCLAMATION DECLARING 13 – 15 NOVEMBER 2017 AS SPECIAL (NON-WORKING) DAYS IN THE NATIONAL CAPITAL REGION (NCR), PROVINCE OF BULACAN AND PROVINCE OF PAMPANGA
WHEREAS, the Philippines will host the 31st Association of Southeast Asian Nations (ASEAN) Summit and Related Summits on 13 – 15 November 2017;
WHEREAS, various activities directly connected with the 31st ASEAN Summit and Related Summits, to be attended by ASEAN Leaders and ASEAN DIalogue Partners, will be held in the NCR and Clark Field, Pampanga;
WHEREAS, the ASEAN 2017 National Organizing Council has recommended that 13-15 November 2017 be declared as special (non-working) days in the NCR and the Provinces of Bulacan and Pampanga, as these areas will be directly affected by the said activities;
NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare 13 – 15 November 2017 as special (non-working) days in the NCR and the Provinces of Bulacan and Pampanga.
